Remember that \sqrt{\frac{x}{y} }= \frac{ \sqrt{x} }{ \sqrt{y} } so
\sqrt{\frac{1000}{100000} }= \frac{ \sqrt{1000} }{ \sqrt{100000} }
find the individual square roots
\frac{ \sqrt{1000} }{ \sqrt{100000} }=\frac{ 10\sqrt{10} }{ 100\sqrt{10} } = \frac{10}{100} times \frac{ \sqrt{10} }{ \sqrt{10} }  = \frac{10}{100}   times 1= \frac{1}{10}

answer is 1/10

= 10^3/ 10^5
= 10^(3-5)
= 10^(-2)

sqrt(10^(-2))= sqrt( 1*10^(-2))= 1*10^(-1)= 0.1
