Since the States are increasingly depending on the Federal Government (Washington), PEOPLE TODAY ARE LESS LIKELY TO HOLD STATE OFFICIALS RESPONSIBLE FOR SOCIAL ILLS/PROBLEMS.

This is the case with most of the developing countries like Nigeria where most of the people tend to blame the Federal Government for most social problems because they know that the States rely solely on the Federal Government.
