Gravitational attraction depends on two factors, the mass of the objects and the distance between them.
In the example given in the question, the gravitational attraction to the moon would be much higher than the gravitational attraction to the cat because of the big mass difference between them even though the cat is closer to Tina.
I just answered this question from a different person but I like helping with science. This is from the water's breeze or air currents. This makes the climate mild while the inland is more extreme because it does not have the breeze. Hopefully this helps :D
