It is true that teen bullying is a big problem nowadays, and there have been many attempts to curb this dangerous and damaging behavior. If you wanted to design a law to address it, first you would have to think of the definition of bullying. It would likely refer to abuse that is constant. Moreover, it should be directed towards a particular person with the goal of hurting them. In terms of the punishment, a fair one could be community service. This is a common punishment for teenagers as it is not too harsh, and it allows them to contribute to their community.
