D. is right as in the begginig is stated that there is water available and the soil is fertile with basically means natural resorces (the 2 most important at least). And there is few captal invested (few interpreneurs interested then) and not enough info to say that there is human resourses (but we can infer that there aren't as it's not a well developed economical sector in the country. part of the Philippines. Due to the unexpected terrorist attack of the Maute
Group, the Philippine President has declared martial law on Mindanao. Many students
from the northern part of the Philippines have not been happy about it. They believe
that corruption is bound to happen. However, I believe that it is fit and right
that the president had declared martial law. It is mandated in the Philippine
constitution that the president can declare martial law for 60 days, given that
the country is undergoing terrorist attack or invasion. The president has not
broken any provision of his declaration and that people should not simply
assume of the outcome. The President has declared martial law for the security
and safety of the people of the Philippines.
