Well we first need to find 10% of 21.95, and subtract that from 21.95:

10% of 21.95.

"Of" meaning multiplication

10% * 21.95.

You can change 10% to a fraction:

10/100 * 21.95 = 2.195. Round to 2.2.

21.95 - 2.2 = 19.75.

I'm not that good with percentage, so it may not be correct.
