3 is the tenths place because 3/10 is .3 and 1 is the hundredths place because 1/100 is .01 and thousandths place because 8/1000 is .008 so to round the 8 it would be rounding down to just 8 because the ten-thousandths place is a 4 but if it were 5 or higher you would round up to a 9.
