You need to convert the second equation to slope/intercept form. The first equation is in that form already. Then you can compare  slopes.

-6x + 8y = 14
8y = 6x + 14
y = (3/4)x + 14/8

SO THE SLOPE IS 3/4 which is the same as slope of equation 1

Therfore they are parallel.
