Before coming into conclusion let us have a look on vector.

A vector is a physical quantity which has magnitude ,direction as well it is in accordance with the  parallelogram law of vector addition.The magnitude of a vector quantity is simply a numerical value. It can not be negative. The direction of a vector is dependent on the frame of reference or the observer.It can be taken positive or negative with respect to the assumed direction of another vector.

As per the first option a displacement in the north direction is negative.But it depends on the reference frame. If we consider south direction is positive ,then the displacement along north is negative.If the displacement along south is assumed to be  negative,then north is positive. It is so because the direction is a relative quantity.

Let us assume that vertical downward motion is taken negative and upward as positive. As the velocity of a falling object is vertically downward,so its velocity is taken as negative.But again it also depends on our assumed direction and frame of reference.

As per the third option any vector whose magnitude is greater than 1 is negative.It is wrong as the magnitude does not give any idea about the direction of a vector.

The third option tells that any vector whose magnitude is less than 1 is negative which is a wrong statement as vector magnitude can not be negative.

Hence the option 1 and 2 is partially correct.
