Tocqueville was a historian, political scientist, philosopher and politician who wrote a great book called Democracy in America. <u>He believed that the farther electoral rights were extended, greater was the need of extending them. Tocqueville justified that by saying that the strength of democracy increases after each concession and after each concession the demands increase, as well.</u>

The King and the Council of Elders held the most power in the Spartan Society. Two Kings actually ruled the city and there was a 28 member council of elders that limited their powers of governance. This was a very unusual type of governmental setup. The members of the council of elders were recruited from families belonging to high social class.
