Answer:

(y-(-2))/(x-(-1)= (-2-4)/(-1-3)

(y+2)/(x+1)= (-6)/(-4)

(y+2)/(x+1)= (3/2)

Cross multiplying

2y+4= 3x+3

3x-2y-1=0
