The Roman empire was one of thr bigest empires ever, so what does it mean? It means that they occupied a large part of territory. They occupied a lot of countries, nations. So those nations accepted their culture, their philosophy and perspective. Romans were one of the best intelectual empires at the time, with academies, and schools. So all of their ideas at the time was part of their schooling and other nations that accepted their culture were learned like that, so when they decided to go to their mainland they just pass those knowledge to the people. After all, all nations that were occupied as time goes by defended themselves and gained their freedom. These characteristics, are in itself the hindrance in achieving economic and political growth in developing nations, where poverty can be viewed as the leading obstacle as it seems to follow a vicious cycle.
For example, having a good education matters if you want to break free from poverty. However, in reality, even the government in these nations fail to provide even the basic education to its increasing population.
As the population increases, the number of poor people that needs education and health assistance also increases, making it harder for the government to provide their needs.
Likewise, corruption in the developing countries is also rampant, thus making the poor population poorer.
