The reason D is the answer is because, no matter what one spinners results are it does not effect the other spinner and its results, so that takes out answer choices a and c. Now we're left with whether the events are independent or dependent. Well, the results are not independent because they are caused by the effect of an outward force (The person spinning the spinner). They also show the end result of the change, and we use them to record the results, so they are dependent.
