The teaching statement should include a message that every child has it´s own timing to experience new things. It is ok that the kid in this case takes more time in adapting. Adults can encourage him to try new things by allowing him to take it at his own pace.

Explanation:

A child considered "slow to warm up" can still warm up, if the adults around him let him explore even if it takes time. He can benefit from slow transitions, or activities that can let him approach the new things, or practice for them.

But if you are looking for a definitive answer then no, it is not okay at all because of the risk they are putting other people at. Especially because STDs are with you forever, they never go away.
