Does the naturalization process create good us citizens?

Depends on the person being tested.
The naturalization process is basically checking how good is your English, your U.S. history knowledge, and your background (how good of a resident you’ve been.)
So technically “bad” people won’t be able to pass the naturalization test in the United States.
