2. The laws are clear, publicized, and stable; are applied evenly; and protect fundamental rights, including the security of persons and contract, property, and human rights. The processes by which the laws are enacted, administered, and enforced are accessible, fair, and efficient.

3. It codifies the core values of the people. Courts have the responsibility to interpret the Constitution's meaning, as well as the meaning of any laws passed by Congress.  Everything they do must be based on the law, and they are accountable for their decisions. That means officials are held responsible for the choices they make.
