During the armed conflict between France and Great Britain, Alexander Hamilton decided that the best policy for the US was neutrality. As Secretary of the Treasury, Hamilton helped to establish the foreign policy of the United States. In 1793, in the Napoleonic Wars, France declared war to Great Britain, Spain, the Netherlands. The United States was not in a position to be part of the war and Thomas Jefferson and Alexander Hamilton agreed on that. But Jefferson wanted the Congress to be the one who declared neutrality and Hamilton wanted President Washington to do so.
