She claimed that women base their moral reasoning on issues concerning social relationships while men base their moral reasoning on societal law and order.

Kohlberg based his theory of moral development on children's responses to different external pressures but Gilligan thinks that his theory lacks the emotional factors and he didn't address the gender differences effectively.

According to Gilligan, women tend to be concerned with intimacy and relationships. That's why they develop a morality of care while men see the world as a place of uncontrolled individuals who live freely, so they develop a morality of justice.
