The military has just asked to see what he has come up with despite the fact that the project is still in the early stages of development. Ian races against the clock to create a prototype and depletes half of his allocated budget.
Lack of planning could lead to problems such as depleting his budget before completing the project.
Also, since he was so rushed for time, he should have just planned out his drone and did the actual drone without making the prototype. This would allow him to "not rush", preventing himself from making some mistakes that he may make.
