To enhance school access and reduce negative effects on educational quality, Lesotho conducted a complex Free Primary Education initiative between 2000 and 2007 that includes fee eliminations, school construction, and teacher recruiting components. Enrollment and average academic achievement also rose throughout this time. We do not, however, know how the increase in average performance, which increased educational disparity, was caused by all or just a small number of brilliant children.
