The idea of terror tactics is to scare the public into believing

Most of the time, individuals who use terror tactics to bring about change are people who do not believe that traditional methods of participation make a difference. This usually includes people who feel left out of society, or who believe themselves to be powerless. Moreover, this can be people who believe that change need to happen quickly, and who have radical or anarchist views of politics.
