Because you have your X value which would be 2 in (2,3) and 3 in (3,2) and your y value which is 3 in (2,3) and 2 in (3,2) so what you would have to do in order to graph 2,3 you would go over right 2 and up 3. but in 3,2 you would go over 3 and up two.

The first number will be how far you go on the X axis, so the first will move 2 to the right of the origin(origin is 0,0) and the second will move 3 to the right o the origin. Next you have the run which is the second value and controls where the point goes on the y axis. The first will move three up AFTER moving two to the right and the second will move 2 up AFTER moving 3 to the right. They have different x and y values. ( a point will be shown in the form of x,y)
