As, Weight = mass of hammer x acceleration due to gravity on moon.

The acceleration due to gravity depends on the mass of moon and the radius of moon. As the mass of moon is smaller than the mass of earth and the radius of moon is also less than the radius of earth. So, the acceleration due to gravity on the moon is also less then the acceleration due to gravity on earth.

Thus, the rate of fall of hammer is less on moon then the earth.
