Clearly, the answer is 17, because the difference in speed between a direct trip and one with the various stops of the bus is 46 hours and 6 minutes.  However, rounding to the nearest hour, it is 46 0/2 hours, or 46 hours.  Thus, accounting for the varying lack of stop signs, you can distribute the range of children and therefore extended breaks, allowing you to bring the time down to 16.  However, if you translate hours to minutes on a broken calculator you get 14.  So, the answer is 14
