Most Females that are 5'4 should weigh about 110-144 pounds. But I do think she could function.

Should she be able to function?

Yes, I assume so. If she keeps eating and is still getting her energy, she must be fine and get some weight after time. Otherwise, for her heath it is not good to keep that kind of weight on.
