Created during the presidency of John Quincy Adams and enacted during the presidency of Andrew Jackson, it was labeled the "Tariff of Abominations" by its southern detractors because of the effects it had on the antebellum Southern economy. It set a 38% tax on 92% of all imported goods.

After the program is proposed to the state legislature, the legislature would review the program and determine whether the change is necessary and whether the states have all the necessary fund to actualise the program in that current years. If the proposal passed the review, the fund would be available for the government to spend.

When problems are not solved, they can interfere with the person's daily life since they can spend it thinking and it is difficult for them to carry out their daily activities.
