Answer and Explanation:

     Tobacco can be used in several ways according to its presentation: inhaled (cigarette, cigar, straw cigarette); snuff; chewed (coil smoke), but in all its forms it is harmful to health. The toxic substances act on the most diverse systems and organs, contain more than 60 carcinogens.

    Smoking causes about 50 different diseases, mainly cardiovascular diseases such as hypertension, heart attack, angina, and stroke. It is responsible for many deaths from lung, mouth, larynx, esophagus, stomach, pancreas, kidney and bladder cancer and obstructive respiratory diseases such as chronic bronchitis and pulmonary emphysema. Tobacco lowers the body's defenses and thus the smoker tends to increase the incidence of acquiring diseases such as influenza and tuberculosis. Tobacco also causes sexual impotence.

   Some specific actions are used by government to descrease the number of costumers, as:

  • ban tobacco advertising;
  • widening the space reserved for warnings about the harmful effects of smoke on packets;
  • Founded the American Legacy Foundation, a research and education organization that works to prevent adolescent smoking and encourages smokers to quit. This foundation is responsible for the "The Truth" campaign.
  • Closure of activities of tobacco industry centers such as the Tobacco Institute, The Center for Indoor Air Research and The Council for Tobacco Research. Ban on the creation of other similar groups.
  • Companies were required to make their internal documents available online

Agent willis believes that the choices they made are not ideal, what can he do to get them back
Shtirlitz [24]

Agent Willis can wait until October and send them information about the plans he represents during the Medicare Advantage Open Enrollment Period (MA-OEP). Thus, option a is correct.

What is MA-OEP?

Medicare Advantage Open Enrollment Period (MA-OEP) is the enrollment time period for the Medicare Advantage Plan where one can continue with their original plan or can switch to another.

Agent Willis cannot contact their clients before the enrollment period as it is unethical and against the rules. Only he can wait till October when the new session of the enrollment starts.

He can help his disenrolled clients to enroll in the new plans through mail or fax and they will be able to get the medical care advantage back.

Therefore, agent Willis has to wait till October.
