Yes if you build it right it could easily work, i suggest using tape or rope if it's allowed to help support the structure....

It would depend on what you use to hold the straws together and how many tennis balls you place on or into the tower. Tennis balls get heavier as the quantity rises and each has about 58.5 grams of weight, or 2 and 1/16 ounces.
