According to my opinion over the functionality of a state government, the best decision or matters to be handled by the state are running schools and issuing driver's licenses .

<u>Explanation: </u>

State government are formed as the part of a federal governance system. When the federal form of governance system is taken into consideration, the power has been divided into the state and the central system.

Thus, the direct power implications of state people are handles best by the state and the function where nation and altogether all the states are considered, central power handles best.

Thereby, make treaties allied with foreign countries and wars against foreign enemy are the situation to be handled by the central power and running schools and giving driver's license  are concerned directly to the people of the state thus be handled best by state government.
