Foreigners to North Korea, that were for the most part, part of NATO wanted to help that happen without getting into some sort of nuclear conflict. They also wanted to change nuclear weapon policies, as the START treaty was in place between the US and Russia during Obama's first term of presidency I believe, and at the time leader, and current leader, Vladimir Putin has grown to like. So they wanted to talk to North Korea about it too.
