y is the depth in feet and x is the time in hours

From the table we can see that

In 9 hours, the depth is 18 feet

In 18 hours , the depth is 21 feet

(9,18 ) and  (18,21)

Average rate of change = $\frac{y_2-y_1}{x_2-x_1}$

= $\frac{21-18}{18-9}$

= $\frac{3}{9}$

= $\frac{1}{3}$

the average rate of change for the depth of the river is  $\frac{1}{3}$ feet per hour
