I would also say a legislator  a representative.


The House introduces bills. Then it goes to the senate for approval once it passes the House. I believe that is how it works. Obviously I really simplified it. It's a complex process.

If you are a citizen presenting a bill you would want to present it to a legislator( a representative or a seneter).
