5 is the value of x. So all you would have to do is substitute x with 5 in the equation. Once you do that you would get f(5)=-2(5)+2(5)-3. Then use distributive property which is basically the number on the left side of the parenthesis multiplying the number inside of the parenthesis. Once you do that you'll get f(5)=-10+10-3.
