There are 5 stages that a dying person pass through: denial, anger, bargaining, depression and acceptance.

Specifically, the bargaining state is when people realised that they make some mistakes or they see a possible "solution". The most common way to bargain is with God, they say things like "God, if I get better, I promise I will never disobey you again"... Most of the case, the bargaining process occurs with an external agent, like the Universe, God, or someone else. In this stage we want to returned to an old normal stage, we tend to think "if I could know sooner", "if I diagnose this before...", so, regretting things is part of this stage.
