The justices each have their own opinions which is why there will be conflicting opinions and feelings on a case that they oversee. The power of judicial review limits laws the senate and congress can pass.

Enrollment and average academic achievement also rose throughout this time. We do not, however, know how the increase in average performance, which increased educational disparity, was caused by all or just a small number of brilliant children.
