Which operation do you want me to do? addition? multiplication? division? subtraction
(22 - 1) - 10 +13 = 24
21 - 10 + 13 = 24
11 + 13 = 24
24 = 24
So the numbers you can make out of those numbers are 10, 13, 22, and 1. But not 15.

34x+48y-34x-34y=1702-34\times46\\14y=138\\y=9.857\text{ }pounds \\x=36.143\text{ }pounds
