A two-way frequency table allows you to organize several things, but usually two pieces of data, known as bivariate data. These two-way frequency tables examine the relationships between two pieces of data, them being the category values. A common thing they are used for is to observe survey results and opinions from others. The answer to your statement would be that it allows you to organize bivariate data, if you are looking at the question from my point of view and context.
