To create an equation, you have to find the slope of the line

m = \frac{ y_{2}- y_{1}  }{ x_{2}- x_{1}  }

Where m is your slope  and:

(4,5) => (x_{1}, y_{1})

(-3,-1) => (x_{2} ,  y_{2} )

So, plug the numbers into the equation

m = \frac{-1-5}{-3-4} =  \frac{-6}{-7} =  \frac{6}{7}

The slope of this equation is 6/7

Point slope form of a line is:

y -  y_{1} = m(x -  x_{1} )

(-3,-1) => (x_{2} , y_{2} ) and m = 6/7

y + 1 = 6/7 (x + 3)
