The purpose of a party whip, or an assistant party leader, is to keep track of the number of votes for and against a piece of legislation. They're also responsible for “whipping up” support for a particular position. The job of the whips is to sustain communication between the leader of the party and the members, marshal support for party positions on the floor, count votes on key legislation, and persuade wavering members to vote for the party position.
