We are going to rearange both of these into slope intercept form.
First: 2y = -3x + 19 ->  y = -1.5x + 9.5
Next: -5y = -4x + 10  ->  y = .8x - 2
Finally: Because the two slopes are not the same, we know the lines are intersecting.
