In order for me to solve this I converted it to decimals, but I will make it a mixed number at the end. 

First you need to find out how much space will be left with the bar in. 
70.33-24.24=46.08
Then you need to figure out how far in the bar should be on each side. 
46.08/2=23.04

Your answer is 23.04 or 23 1/25
