70=2L+1.5L
70=3.5L
L=70/3.5
L=20 FT. ANS. FOR THE LENGTH.
W=4/4*20=15 ANS. FOR THE WIDTH

Let x = width (W)
    3x = length (L)
P = 2(L+W) = 2 (3x +x)

So now you have:
2 (4x) = 56
8x = 56
x = 56/8
x = 7

Length = 3x = 3 * 7 = 21

Part 1:
Perimeter of Red = 11+11+11+11 
                            = 44
Perimeter of Blue= 6+6+6+6
                            = 24
Ratio: Red : Blue
             44 : 24(divide by 4) 
              11 : 6
Part 2:
Area of Red= 11 x 11
                   = 121
Area of Blue= 6 x 6
                   = 36
Ratio: Red : Blue
             121: 36
