Lead being a weak lewis acid and larger size has many electronic shells that shield its nuclear charge. Whereas chlorine is stabilized by hydrogen bonding in water. As a result, due to interaction between Pb and water molecules it remains insoluble when present as lead chloride.

Whereas Mg and Na being electron deficient (lewis acid) in nature will accept the lone pair of electrons from oxygen atom of water. As a result, they get stabilized and hence, become soluble in water.

Pb(ClO_{4})_{2} is also soluble in water.

Thus, we can conclude that all of the following ionic compounds are soluble in water except for PbCl_{2}.
