What:  A state of tension that was caused by the World War 2
When: After World War 2 1947 till 1991
Where: Between Eastern and Western blocs.
Why: Because most Americans agreed silently that the best defense against the soviet union was to stay on guard this is why the cold war lasted until the soviet union was dissolved on December 26, 1991.
