I believe it is the troposphere. this is the first atmosphere, and it is the one that we are all in right now. it is the closest one surrounding earth. so this might be the one, if it is asking about all of the water, such as the oceans, and lakes, then it is the troposphere.

Well, the cryosphere contains 79% of Earth's frozen freshwater.  Like glaciers, iceburgs, so that would be solid water.  However the hydrosphere contains 100% of the  water on Earth, salt and fresh.
