You have to make a proportion:

\frac{part}{whole} = \frac{part}{whole}

We know that there are 360 degrees (whole) in a circle and the shaded region is 106 degrees (part)

The other proportion will be x over 100, since the whole of percent is always 100 and we are looking for the part.

Look at the image below for the proportion

You get

10600 = 360x

Divide 360 to both sides to isolate x

10600/360 = 360x/360

x= 29.4444

So...

29%
