Answer:

In the given scenario, solar power would be the best and the most effective kind of power plant to be constructed in the mentioned location. This is because the generation of pollution by using solar power is negligible. Apart from this, the use of solar power plants would be the most ideal in the given community resources as the community is receiving ample amount of sunlight and the presence of less cloud cover makes the application of solar power more feasible.  

If one considers biomass, then there would be the requirements of the things like crops, wood, alcohol fuels for burning so that energy can be generated, and with more than the required amount of sunlight and less or no irrigation, sources would make it hard to obtain the sources necessary for biomass power plant.  

The hydroelectric energy would not even be a viable option in the given scenario as the community has no accessibility of natural water sources and the hydroelectric power concept primarily works on water storage.
