ple, such as minors, are often rightly denied such licenses. Certainly you want to ensure that a person is competent to handle the responsibilities that come with such activities before granting him or her permission to engage in them. This is especially true in cases like these, since the welfare of another person is often threatened when someone handles a gun or a car incompetently. But it is also true that some people are grossly unprepared to raise children and that, when this is the case, a child's welfare is threatened. So it makes sense to require that people be licensed before the State grants them permission to raise a child, just as they must obtain the State's permission to carry a concealed weapon or drive a car.
