In the center, there would be Carbon with four valence electrons, one on each side.

Then, surrounding the Carbon atom, would be a Chlorine atom to each valence electron. Since Chlorine has 7 valence electrons, it would have six surrounding it and the lone valence electron connected to each valence electron on each side of the Carbon atom.
