You cannot make 0.24 into a whole number. You can make it into a fraction and percent, however!

0.24 =0.24 \times \frac{100}{100} =\frac{24}{100}=\frac{6\times 4}{25\times4} =\boxed{\bf{\frac{6}{25}}}

As a fraction, 0.24 is 6/25.

To make it a percent, multiply it by 100, and then add the % sign at the end.

6/25 * 100 = 6 * 4 = 24%

As a percent, 0.24 is 24%.
